3.2.11 Control of Intercollegiate Athletics

The institutionís chief executive officer has ultimate responsibility for, and exercises appropriate administrative and fiscal control over, the institutionís intercollegiate athletics program.

Narrative of Compliance

The president of Prairie View A&M University carries out the expressed commitment of the Board of Regents to assure full compliance with all athletic conference and national association rules, regulations, constitutions and bylaws. The President must comply with Texas A&M University System Policy 18.02 Principles for Intercollegiate Athletic Participation [1]. The Policy states:

"The president of each system member university shall take all appropriate steps to carry out the expressed commitment of the board to ensure full compliance with all athletic conference and national association rules, regulations, constitutions and bylaws, and take immediate and affirmative steps in each instance where noncompliance is suspected or reported to ensure compliance with the spirit, letter and intent of all such rules. In accordance with requirements for certification to each athletic conference and the national association, the president of each system member university shall furnish a copy of such certification to the vice chancellor for academic affairs, who will send notice to the chancellor and the board to fully affirm that such programs are in full compliance...The board and chancellor expect all intercollegiate athletics programs to operate under institutional control, with academic and financial integrity, and in full compliance with conference and national association rules." [1]

Prairie View A&M University is a member of the National Collegiate Athletic Association and the Southwestern Athletic Conference (SWAC). Membership in the National Collegiate Athletic Association dictates that institutions abide by all rules and regulations. The 2008-09 National Collegiate Athletic Association Division I Manual (Constitution, Article 6.1.1) states: "A member institutionís president or chancellor has ultimate responsibility and final authority for the conduct of the intercollegiate athletics program and the actions of any board in control of that program." [2] As noted in Core Requirement 2.3, the University's chief executive office is President George C. Wright.

The president exercises fiscal control over the institution's intercollegiate athletics program. The president is responsible for approval of the yearly budget for athletics and through appropriate administrators ensures that  "All intercollegiate athletics department funds, regardless of source, shall be deposited in the institutional fiscal office, and all accounting and disbursement of such funds shall be subject to institutional fiscal rules and procedures." [1]

Additionally, to comply with NCAA Constitution, Article 6.2.2 on Budgetary Control, the president annually approves the income/expense statement for the Intercollegiate Athletics programs [3]. As mentioned in Comprehensive Standard 3.2.2.2, the annual budget is submitted by the president for Board approval.

Texas A&M University System Policy 18.01 Athletic Council requires that "every system member university with intercollegiate athletics shall create and maintain an Athletic Council (council), made up of faculty, staff, students, alumni and community members, to advise the president in the development and administration of the intercollegiate athletics program." [4]

At Prairie View A&M University, this Intercollegiate Athletics Committee (IAC) is concerned with maintaining an athletic program that benefits both student athletes and other students, and is supportive of the purposes and goals of the university. The committee makes recommendations to the president in the categories of policies relating to student athletes, federal or state regulations that apply to intercollegiate athletics, polices relating to use of facilities normally under the supervision of the Athletic Director, policies regarding the level of intercollegiate athletics at Prairie View A&M University, and National Collegiate Athletic Association (NCAA) rules compliance. The Intercollegiate Athletics Committee is composed of seven faculty representatives, two students, the Faculty Athletics Representative and, ex officio, the Athletic Director as specified by the Prairie View A&M University Council and Committee Handbook, Intercollegiate Athletics Committee. The chart on racial and ethnic composition in the NCAA Self-Study Addendum shows the composition of the committee and the total number of members on the committee [5].

The Prairie View A&M University Panther Backers Club raises funds in support of the athletic program. All funds provided are deposited in a university account and disbursed in accordance with university policies and procedures.  As required by Texas A&M University System Regulation 60.01.01, Association with Affiliated Fund Raising Organizations [6], an appropriate affiliation agreement between the university and the Panther Backers is on file in the Office of the Development [7]. The affiliation agreement is signed by the president.

As required by NCAA rules, "Member institutions shall conduct a comprehensive self-study and evaluation of their intercollegiate athletics programs at least once every 10 years pursuant to the athletics certification process." [3] The self study was submitted in 2004-05, with addendum in 2007 [8]. Intercollegiate athletics programs at Prairie View A&M University are fully accountable to the values and principles of The Texas A&M University System, and the president has ultimate responsibility for, and exercises appropriate administrative and fiscal control over, the university's intercollegiate athletics program.
