3.2.7 Organizational Structure

Narrative of Compliance

Prairie View A&M University has a clearly defined and published organizational structure that delineates the responsibility for the administration of policies. As a member of Texas A&M University System (TAMUS), the University's organizational structure is derived from TAMUS organization structure [1]. Section 2.2 of TAMUS System Policy 02.05 on Presidents of System Member Universities authorizes presidents of component universities to “recommend an organizational structure necessary to implement the purpose and mission of the institution and recommend the establishment of administrative offices appropriate thereto [2]. Under Section 2.3 presidents "Recommend to the chancellor the appointment of all personnel requiring appointment by the board" [2]. The President of Prairie View A&M University administers the total program of the institution, which includes determining appropriate goals, purposes and role and scope for the institution. Additionally, the President recommends organizational structure, appoints personnel requiring approval of the Board of Regents, evaluates each administrative officer, coordinates planning and development of all activities and programs, develops annual operational and construction budgets and administers the business and financial management of the institution. The President is also charged with providing administrative oversight for the general supervision of all personnel, student programs and services, develop and disseminate information concerning programs and accomplishments, and maintain a current rules and internal procedures manual for the University [2]. The President's organizational chart reflects a distinction of lines of authority and delineates responsibility for administration of policies [3].

The primary organizational structure for PVAMU is available on the University's web site www. pvamu.edu and is on file in the Office of the President [3]. Additionally the organizational/administrative structure can be found in a number of PVAMU publications to include the 2003-2007 Fact Book [4], Undergraduate Catalog [5], Graduate Catalog [6] and Commencement Program [7]. PVAMU’s present organizational structure is as follows: President; Provost and Senior Vice President for Academic Affairs; Vice President for Student Affairs and Institutional Relations; Vice President Research and Development; Vice President for Business Affairs and Vice President for Administration & Auxiliary Services.  Vice presidents are authorized by the president to organize units under their leadership [8] [9] [10] [11] [12]. The organizational structure of individual units, college, and departments are found in their Strategic Plans [13] [14] [15].

Memoranda communicating Texas A&M University System or University policies and policy updates are distributed to all administrators, faculty, and staff and are archived on the University webpage [16] [17]. The Faculty Handbook [18] outlines duties and responsibilities of faculty, and the Position Description Questionnaires (PDQ) housed in the Office of Human Resources specify the duties and responsibilities of staff and administrators [19] [20] [21]. The specific responsibilities and duties of the Vice Presidents at PVAMU can be found in the Office of Human Resources in the PV PAWS system [22].
