2.1 Degree-granting Authority

Narrative of Compliance

Prairie View A&M University defines and publishes requirements for its graduate and post-baccalaureate professional programs in accordance with requirements that conform to commonly accepted standards and practices for degree programs and as required by the Texas Higher Education Coordinating Board.

Prairie View A&M University was created by Act of the 15th Legislature in Texas on August 14, 1876, which provided for "an Agricultural and Mechanical College for the benefit of colored youths." It was placed "under the supervision of the Agricultural and Mechanical College established at Bryan in 1871" [1] [2].

As noted in Section 87.101 of the Texas Education Code, Prairie View A&M University is a coeducational state institution of higher education located in Waller County. It is a general academic teaching institution of The Texas A&M University System and is under the supervision and control of the Board of Regents of that System [3]. Prairie View A&M University has degree-granting authority under Article VII, Sections 13-14 of the Texas Constitution [4].

The Texas Higher Education Coordinating Board (THECB) was established by Chapter 61 of the Texas Education Code [5]. Subchapter C. Powers and Duties of Board, Section 61.051 outlines the role of the THECB, including authorizing programs for degree conferral [6]. According to Section 61.051, “the board shall represent the highest authority in the state in matters of public higher education and is charged with the duty to take an active part in promoting quality education in the various regions of the state”. As such, the board guides the definition and publication of requirements for all programs of higher education in the state including programs offered at Prairie View A&M University. The Table of Programs maintained by the THECB shows Prairie View A&M University's degree programs approved for conferral by the Coordinating Board by CIP (Classification of Instructional Program) code [7].
